Primary Purpose:

The Director of Restricted Programs performs highly advanced consultative services and technical assistance work in the area of supplemental state and federal educational programs and services for at-risk and special education students, as well as English language learners. The Director ensures non-recurring state and federal restricted revenue, grant goals and milestones are met, all grant reports are prepared and submitted on time, and all grant activity complies with federal and state regulations. The Director will partner with a variety of internal and external stakeholders in planning and reporting on major state and federal programs, executing grant activities and ensuring compliance.  

Duties/Responsibilities: 

Program Management 

  • Lead the development and implementation of program and fiscal guidelines for Restricted Programs and Special Funds 

  • Identify and evaluate new program opportunities and share with leaders as appropriate  

  • Lead ongoing evaluations of assigned programs and make recommendations on findings 

  • Lead the development, implementation, and monitoring of budgets for assigned programs 

  • Develop, manage, and refine as needed the Campus Improvement Planning process  
  • Oversee the compilation, maintenance and filing of all required physical and computerized reports, records, and other documents regarding Restricted Programs 

Administration 

  • Oversee implementation and compliance with policies established by federal and state law, State Board of Education and local policy regarding Restricted Programs and Special Funds 

  • Lead the implementation of all Restricted Programs and Special Funds to insure program and fiscal compliance with state, federal and grant guidelines 

  • Oversee performance of monthly account reconciliations of assigned programs, investigation and resolution of reconciling items and preparation of journal entries as needed 
  • Review forecast of program expenditures and recommend adjustments to spending plans as necessary to meet available programs funds 

  • Develop processes to ensure accurate payroll and account coding for positions and expenditures funded by Restricted Programs and Special Funds and partner with Payroll and Accounting teams to update and revise as necessary 

  • Complete final compliance review of eGrants applications and amendments and submit all documentation as required through eGrants portal 

  • Cultivate relationships with regional Education Service Centers as it pertains to shared service and document reasoned arguments in support of authorized program expenditures 

  • Assist as necessary with PEIMS submissions to TEA for restricted funds program expenses and coding 
  • Oversee the preparation and compilation of data and reports for internal/external auditors 

  • Ensure team approves purchase orders submitted by schools and designated for funding with state or federal restricted funds and special funds according to the processes defined by Accounts Payable 

  • Develop a strong working relationship with accounting and finance peers, central office team leads, campus leaders and external stakeholders that promotes collaboration and sets a positive team culture 

  • Complete special projects and perform other duties as assigned 
     

Education, Experience, and/or Certification(s) 

  • Education Requirements: Bachelor’s Degree required 

  • Experience Requirements: Five years’ experience working with the program, legal, and/or fiscal aspects of federal and/or state grant programs. Deep knowledge of current procedures and program and fiscal guidelines of Restricted Programs including Title I, II, III, IDEA-B, and state restricted funds. 

Required Skills/Abilities: 

  • Communication Skills: Mastery of both oral and written English with the ability to write general correspondence. 

  • Bilingual Skills: N/A

  • Technology: To perform this job successfully, an individual should be competent using financial management software (e.g. SAP) and payroll system knowledge. Experience with Frontline (TEAMS) ERP preferred.  

Physical Demands/Environmental Factors: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching; occasional light lifting and carrying (less than 15 pounds). 

Work Environment: Standard office environment with occasional travel as needed. 

Starting Salary: $90,000
