Primary Purpose:
The Regional Manager of Special Education Compliance will manage special education programming on a network level by providing direct and indirect support to special education campus coordinators, district administrators, campus administration, student service personnel, and instructional staff. Assist special education district administrators, evaluation personnel and campus instructional staff in the development, implementation, program evaluation, and instructional services related to special education.  

Duties/Responsibilities:
  • Supervise the Special Education program on assigned campuses to ensure compliance with state and federal guidelines
  • Maintain current knowledge of state and federal law and best practices for all assigned programs
  • Supervise ARD Meetings to include Manifestation Determination Reviews using a strengths based and family centered approach
  • Develop long and short-range plans in relation to assigned administrative responsibilities
  • Facilitate meetings that may frequently involve a range of issues for the purpose of evaluating situations, identifying appropriate actions, developing recommendations and/or implementing desired program changes.
  • Manage assigned programs and/or services for the purpose of achieving outcomes in relation to program objectives, and ensuring conformance with legal, financial and network requirements.
  • Provide oversite for the appropriate use of campus special education funds
  • Supervise appropriate delivery of both special education instruction and related services as stipulated in IEP’s
  • Ensure services provided by contractual personnel are of high quality
  • Effectively communicate to parents the special education process including process for referrals, evaluations, annual meetings, and re-evaluations as well as parental rights granted by IDEA.
  • Provide professional development and technical assistance to case managers, teachers, related service providers and support service professionals on all aspects of case management including: use of computer systems for the special education process, goal writing, progress reports, annual reviews and parent communication.
  • Supervise Child Find efforts on assigned campuses
  • Support in the coordination of evaluation team members and service providers efforts with other Special Education and District departments and programs
  • Support in the coordination of contracted evaluations with private providers, as appropriate
  • Ensure evaluations and ARD Committee meetings adhere to state and federal timelines
  • Participate in review of campus personnel, as appropriate
  • Complete and monitor data reports to provide accurate information regarding all assigned programs
  • Ensure campus compliance with compiling, maintaining, and filing all required physical and computerized reports, records, and other documents
  • Monitor accuracy of PEIMS data for all assigned programs
  • Comply with all district and campus routines and regulations
  • Work cooperatively with Campus Administrators to implement and refine Response to Intervention, Student Support Team and the Special Education process.
  • Ensure confidentiality
  • Enhance job skills by participating with staff development programs, as assigned
  • Collaborate with campus and district administrators for the purpose of implementing and maintaining services in accordance with programmatic and regulatory requirements.
 
Day to Day Activities include:
  • Campus Support
  • Occasional ARD Facilitation
  • Management of compliance efforts on assigned campuses.
  • Oversee IEP implementation and provide support to campus staff as needed.

Qualifications:
  • Education Requirements: Bachelor’s Degree required, Master’s Degree preferred
  • Experience Requirements: ARD facilitation experience required
  • Special Skills/Certifications: Valid Texas Special Education Teaching certificate

Required Skills/Abilities:
  • Communication Skills: Employees must have the ability to manage meeting facilitation and communicate with colleagues, students and parents regarding IEP services and supports.
  • Bilingual Skills: Preferred - Spanish
  • Technology: Employee must utilize electronic system for creating IEPs.  

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit, bend, stoop, and talk or hear.  The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stand, walk, and use stairs.  The employee must frequently lift and/or move up to 30 pounds.  Employees may occasionally support student toileting and diapering needs.  Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.

Work Environment:
  • Occasional travel within DFW area
  • The environment requires close proximity to other employees, frequent interruptions, extended periods of time viewing a computer screen, and noise levels from moderate to high.  There may be activity from other employees and students of a distracting nature.

Starting Salary: $70,000
